29.2 Effective length of standing rigging. Alteration shall be prohibited after the preparatory signal of a race, except in the case of breakage or failure in any part of the standing rigging.
Proposed new wording:
29.2 Length of the shrouds. Alteration shall be prohibited after the preparatory signal of a race, except in the case of breakage or failure in any part of the standing rigging.
Rationale: We have in effect been changing the forestay length by using an adjustable jib halyard for decades, or by means of a length of shock cord that keeps the forestay from sagging into the jib luff. The original purpose of this rule was to ban shroud length ajustment while racing. The new wording would get right to the heart of the matter more simply, and keep us out of the gray area of forestay length adjustment.
