I know the problem, I have the same Honda engine.

A two stroke does not suffer from this problem. A two stroke is easy to clear after it has been submerged. Just take the spark plug out, start it a few times until empty (more or less). Then put the spark plug back in and start it a few times until it runs again. At first it will sputter a bit but after a minute or so it will run normal as before.

I wish I still had my old Suzuki 2.2 two stroke.
