Our boat had a similar block in the rear tank, but the was a gap between the transom and the block, so I taped a steel rule to a spanner and held the nut in the spanner with some blue tack and with some help managed fish this up behind the block and screw the bolt onto the nut, once nut was tight, the spanner could be pulled off.
