WIC has no authority in the matter. WIC is an administrative body for International consultations. As long as you keep to the time frame set by the Appendix of the WIC constitution any proposal made by an NCA has to be accepted and handled. It is up to the members of the NCA-s to approve or disapprove proposals.
If your NCA exec committee refuses to submit a proposal before September 1st, force them at the next AGM.
