Preliminary NOTICE OF RACE

Subject only to minor amendment.

 Organizing Authority: Bough Beech Sailing Club in association with the UK Wayfarer Class Association.

This event will comprise a 4 race series for Wayfarers, around various courses to be displayed at the event.

Bough Beech reservoir is situated in the Weald of Kent between Sevenoaks & Edenbridge.

  1. Rules:
    • The regatta will be governed by:
  • The rules as defined in the “Racing Rules of Sailing 2018-2020” (RRS),
  • the RYA prescriptions,
  • the rules of the UK Wayfarer Class Association,
  • the Notice of Race (NOR) and,
  • the Sailing Instructions (SI’s).
    • In the event of any conflict between these rules, those of the SI’s shall prevail.
    • The exoneration penalty (and the advisory and RYA Arbitration) of the RYA Rules disputes procedures may be available.

 

  1. Changes to RRS Rules:

The following RRS Rules will be changed:

  • RRS 29; 35; RRS 40 & preamble to RRS Part 4; RRS 61.3; RRS 63.1; RRS A5; Race signals ICF “L”.
  • The changes will appear in full in the SI’s.
  • The SI’s may also change other racing rules.

 

  1. Eligibility and Entry:
    • The regatta is open to all boats of the Wayfarer Class.
    • Boats may only be entered by members or associate members of the UK Wayfarer Class Association or of any equivalent National Class Wayfarer Association using the official entry form.
    • Entries will be accepted from non-members of the UKWA or other NCW| but they will not be eligible fort UKWA prizes
    • All entrants must be members of an RYA affiliated club.
    • The event is open to youth helms and crews under the age of 18 yrs. on 10th November 2018.
    • Entries will be accepted from boats without a measurement certificate but they will not be eligible for UKWA or BBSC prizes
    • Eligible boats may enter for one or two days racing, by completing the attached form and sending it together with the required fee to;

Pre-event entries are to arrive before Friday 9th November 2018.

  • Late entries will be accepted up to 11:00hrs on Saturday 10th November, or 10:30hrs on Sunday 11th November, for those wishing to enter only for that day.
  • Substitution of helm or crew after registration will only be considered following written application to the Race Committee.

  

  1. Fees:
    • Required fees are as follows;
  • £25.00 per boat for the two day event (four races), or £15.00 for one day (two races).
  • For youth helms and crews, a reduced rate of £15.00 per boat for the two day event, or £10.00 for one day.
  • Cheques should be made payable to “Bough Beech SC” and accompany the entry form.

 

  1. Schedule:
    • Registration will take place in the clubhouse from 9:00 hrs on Saturday 10th
    • Briefings; Saturday 10th November, 10:30 hrs. Sunday 11th November, TBA.
    • Races are scheduled as follows;

  • The Race Committee reserves the right to change the number of races sailed per day at its discretion.
  • BBSC series races will take place alongside boats in this event, on Sunday the 11th

 

  1. Measurement:
    • At the discretion of the Race Committee boats may be subject to scrutiny and/or measurement at any time, before, during or after the event.
    • A boat wishing to use a sail displaying numbers other than those registered for the boat shall make prior written request to the Race Committee to do so. Dispensation will be given providing no other boat is using the same numbers.

 

  1. Sailing Instructions:
    • The Sailing Instructions will be available at registration and may also be downloaded at boughbeechsc.org.uk

 

  1. Courses:
    • The courses to be sailed will be defined in the SI’s and will be displayed on the official course board in the clubhouse.

 

  1. Scoring:
    • The scoring system will be “ISAF Low Points Scoring System” as in RRS Appendix A4.1.
    • When fewer than four races are completed a boats score shall be the total of her race scores.
    • When four races are completed a boats score will be the total of her race scores excluding her worst score.
    • An event winner will be decided providing one race is completed.

 

  1. Radio Communications:

10.1 Except in an emergency, a boat shall neither make radio transmissions while

Racing, nor receive radio communications not available to all boats.  This restriction also applies to mobile telephones.

 

  1. Prizes:

11.1 The Bough Beech SC Organizing Committee will award prizes at its discretion.

 

  1. Personal Safety:

12.1 The wearing of wetsuits or dry suits will be compulsory.  Neither wetsuits nor dry suits will be considered adequate buoyancy.

12.2 Adequate personal buoyancy aids must be worn by all persons at all times while afloat and on the pontoon jetty, except briefly while adjusting clothing or personal equipment.  This changes RRS 40 and the Preamble to Part 4.

 

  1. Risk Statement:

Rule 4 of the Racing Rules of Sailing states: “The responsibility for a boat’s decision to participate in a race or continue racing is hers alone.”

Sailing is by its nature an unpredictable sport and therefore inherently involves an element of risk.  By taking part in the event, each competitor agrees and acknowledges that:

 

  • They are aware of the inherent element of risk involved in the sport and accept responsibility for the exposure of themselves, their crew and their boat to such inherent risk whilst taking part in the event;
  • They are responsible for the safety of themselves, their crew, their boat and their other property whether afloat or ashore;
  • They accept responsibility for any injury, damage or loss to the extent caused by their own actions or omissions;
  • Their boat is in good order, equipped to sail in the event and they are fit to participate;
  • The provision of a race management team, patrol boats and other officials and volunteers by the event organiser does not relieve them from their own responsibilities;
  • The provision of patrol boat cover is limited to such assistance, particularly in extreme weather conditions, as can be practically provided in the circumstances; and
  • It is their responsibility to familiarise themselves with any risk specific to this venue or this event drawn to their attention in any rules and information produced for the venue or event and to attend any safety briefing held for the event.

 

  1. Insurance:

14.1 Each Participating boat shall be insured with valid third party liability insurance with minimum cover of £2 million per event, or the equivalent.

ADDITIONAL INFORMATION.

 Invasive species:

All visiting boats must be thoroughly washed down before arriving at the club and owners will be asked to confirm this at registration.

Club Membership:

All participants, crews and friends are extended membership privileges for the duration of the event.

Social:

The galley will be open all day for a variety of hot and cold food.  Supper will be served early on Saturday evening.

Camping:

Camping is not permitted within the club grounds or car parks.

Parking;

Parking is available in the club car park. Boats should be rigged in the car park and walked down on their launching trolleys to the slipway.  Cars and road trailers must not be left on the approach to, or on the slipways themselves.

Security:

Valuables should not be left in the changing rooms or visible in cars.

Dogs:

Under the terms of the Sutton & East Surrey Water Company bylaws, dogs are not permitted on the premises of the club, its grounds or car parks.
